The FTP protocol is used for file transfers (for many users mostly downloads). It works on Port 20 and 21 which are sometimes blocked. Some ftp servers listen to an uncommon Port so ask the administrator of the FTP server you want to access to change the Port.
A popular free open source FTP client for Windows is FileZilla. There are also some WebFTP clients that you can use with a normal webbrowser like Firefox and so the filter dosn't apply.
