A LiveCD or LiveDistro is an operating system which runs directly from a CD, DVD or even USB-drive without modifying the host PC. After the medium (for example the CD) is removed and the computer restarted no evidence of the use remains on the computer.
At first there where just Linux versions, but later there appeared some Windows LiveCDs too, but their download is often illegal. The use in the Internet censorship field are avoiding the risks of bypassing firewalls or allow the execution of bypass software which is only available on the operating system you are not using normally. With some censorware software which is installed on the client (your Windows PC) it can be the bypass method itself.
Another similar form to archive that would be the use of a VMware.
