If you publish information, you can take some measures to assure users can access your content even if a government is trying to block it. You also can take some measures to assure you can not be identified by your local government.

[edit] Publish with a lot of mirrors
Especially dynamic IP's with a dyndns.org redirector are useful. Put your pages on so many different servers that the censor's can't successfully block all servers. For one-click-hosters like Rapidshare you can use File spreading engines for an automatic mirroring.
[edit] Hide the 'dangerous' content
For example, save text as an image. The users won't notice it, but its difficult for the censor-spiders to 'read' the content. The webproxy Psiphon uses this system. Also Steganography would be a keyword.

Use SSL (https://...) for your website. You can get cheap certificates from https://www.psw.net/ssl.cfm and https://www.godaddy.com/gdshop/ssl/ssl.asp?ci=8979.

If you set up your own website (like website.com), it is easy for the censors to block that special website. But if you use public webservices like Flickr! for pictures, YouTube for videos, Baywords or Blogger.com for your Weblog, Rapidshare for files or Facebook or MySpace for discussion groups it is difficult for the censor to block the whole website. There would be a huge colleteral damage.

Filesharing programs like Kazaa, Bittorrent or eMule are very difficult to censor (see the problems of the music companies...)

Create a autoresponder from which everyone with a eMail account can receive your content.
[edit] Use old/abandoned web standards
For example Usenet or Gopher are old web standards which are usually not blocked. Of course you will not reach as much people.

Host with a secure server in another country. For example, with http://www.havenco.com/ which is located at Sealand, an independent country on a little island in the north sea near England.
[edit] Use one-time-addresses
These are links/URLs that are only valid for 1 visit or 1 hour, they are often used for paid downloads.
