A unix shell or command line is the traditional user interface for the Unix/Linux operating systems. Users direct the operation of the computer by entering command input as text for a shell to execute. With such a shell account on a free computer in the Internet you can create a type of proxy port forwarding to use to bypass Internet censorship. There are many free shell provider out there with normally a small Internet connection and an old hardware.
You can rent a professional shell account for about 3-5 US-Dollar/month. They also support IRC access (where most of them where used for in the 90s). The most common way to access such a remote shell was with the Telnet program, but since at least 10 years the encrypted SSH (secure shell) has become standard.
