Voice over Internet Protocol (VoIP) is a transmission technology that allows voice conversations over IP networks such as the Internet instead of the plain old telephone system. Other terms frequently encountered and synonymous with VoIP are IP telephony, Internet telephony, voice over broadband (VoBB), broadband telephony, and broadband phone.
Many countries block VoIP because it allows cheap phone calls which means less income for the often state owned telephone companies. A popular though proprietary VoIP solution is Skype. It is encrypted and very difficult to block, so if other VoIP services are not working, try Skype. Bypassing the censorship of VoIP communication is possible through for example a VPN, but since the data has to travel through an extra server you will often suffer a delay of a second or two which makes it almost unusable.
